Stop using :latest for inference server images

We are currently using a lot :latest for inference server images, which may lead to some issues such as containers/ai-lab-recipes#743

Describe the solution you'd like

We should require a fix tag from the https://github.com/containers/ai-lab-recipes images and use it for the release

We should have a centralized inference-images.json file in the asset folder where we keep track of all the images
