Create a common library for discovering HW resources and topology. Plug it in to

• Node Feature Discovery to implement Node HW Resource Topology CRD's
• CRI Resource Manager to replace the current HW topology discovery code
• containerd and cri-o to implement CRI Resource Discovery API #1

We have already been thinking about this and have this in our roadmap. Would love to collaborate in order to support this capability and would provide updates when we have something to share.
