Revamp roadmap

We've been doing some work in this repo to treat conda-standalone as a regular source repository that is packaged in conda-forge and defaults (instead of having in-feedstock source).

These are the pending tasks before we "cut" a distribution that will be packaged in the respective channels.

In-repo:

• Build from conda 23.7.2 and constructor 3.4.5 #25
• Bundle conda-libmamba-solver #27
• Refactor the entry point for better maintainability #28
• Add python subcommand #29
• Collect all bundled licenses #30
• Upload dev packages to conda-canary #31
• Prevent package extraction from greedily and inefficiently using all CPUs #32
• Fix typos in artifact upload logic #33
• Add changelog #38

Downstream:

• Add CI tests for conda-standalone canaries constructor#711 - everything passes ✅
