This could be implemented by linking the address fields to geocoding functionality. If the geocoder can't resolve the address into latitude or longitude, this might be an indicator that an address doesn't exist. This might be achieved by linking to Open Street Map, Google Maps (not free), or the Texas A&M Geocoder (based on census data).
Another possible solution would be linking it to an address or school district geo-grid proprietary product (@kristengreene: Does RIDE already own or license something like this?) built for this purpose.
