kv: Dead end link for ALTER RANGE RELOCATE #13949

In the 22.1 release notes, there's this note:

Introduced new SQL syntax ALTER RANGE RELOCATE to move a lease or replica between stores. This is helpful in an emergency situation to relocate data in the cluster. #72305

The problem is that when you follow that link to the zone configuration documentation, there's no mention of RELOCATE. Is this intentional?

I think we meant to point to https://www.cockroachlabs.com/docs/v22.1/alter-range-relocate. +cc @rmloveland who worked on these docs in #13842.
