ui, db-console: refactor Network page components

Describe the problem

Network page (pkg/ui/workspaces/db-console/src/views/reports/containers/network) has been
developed long time ago and hasn't been maintained for for a while.
This issue suggests to revise the structure of components with respect to best practices and
followed patterns in project.

This issue doesn't suggest any changes in logic and how it works, only technical improvements
that aim to increase maintainability of components.
