Our explain plugin could potentially be replaced by an FAQ plugin.

The FAQ bot uses a database, which wouldnt be checked into the repo, while we use static definitions.
We could potentially load those definitions into the database at startup, but that would probably require enhancements to this bot plugin at least, or some additional too/plugin which creates a database at startup from other repo friendly sources.

Going with #257 for the moment.
