Include Argo Events & Rollouts either in separate stack or in reference implementation

It will benefit teams relying on the full spectrum of Argo projects (ArgoCD, Argo Workflows, Argo Events, and Argo Rollouts) to CICD to have Argo Events & Rollouts as part of the CNOE stack.

These components could either be included in the reference implementation or create a new stack that builds on top of it and includes ArgoCD and Events.

thanks Gaurav. This should be relatively easy fix given the sample we have for Argo Workflows and Crossplane. do you want to make the contributions for these? Only if you have time, but this will give you some exposure to the tool and will be a massive help to us too. thanks! :)
