[Geometry] requered verification of DetectorDescription/OfflineDBLoader

In PR #46075 the code was fixed DetectorDescription/OfflineDBLoader/src/DDCoreToDDXMLOutput.cc

It is needed to verify DetectorDescription/OfflineDBLoader if handling pf Geant4 rotation and translation is done consistently. Potentially one or two companents of this pair may be abcent.
