Change the implementation of early delete of products to use a waiting task #16064

The mechanism used to delete an event data product earlier should be changed to attach a waiting task to all modules which consume the data product. Once all those modules are run (or are determined to never be run) the task would be started and the task could cause the data product to be deleted.
