Fixes #229
This adds the plugin-config package described in #229.
It also adds a new sample project using the "sir" model under the
examplesdirectory. This example demonstrates the use of the new plugin-config package and the CSV files by adding a small "core" package and a simple jQuery-based web app. These will serve as the core/app templates generated by the forthcoming@sdeverywhere/createpackage.
