Now that the default WSL2 kernel is finally at a decently high version, create a custom kernel based on the Hyper-V kernel that can be consumed by users of WSL2. This kernel would be able to be used by all distros, not just Clear Linux. Part of this would be adapting the config to add or replace options that make sense to match similarly to the Hyper-V kernel but without the extras that aren't applicable to WSL2.

microsoft/WSL2-Linux-Kernel#245 provides good starting point to be tweaked by Clear Linux devs.
