📝 Provide a description of the new feature

The concept of contexts allow to integrate one or more of:

• editors
• editor features capable of working outside of an editor (e.g. annotations), called context plugins
• external features strongly integrated with either editors or editor plugins

The last group is something that so far was considered an integration layer and wasn't present in any way in our picture.

When thinking about the last group we realised that they may need to be controlled by the context in some way. Two reasons that we came up with so far:

• Context watchdog: Watchdog support for the Context feature  #6079
• Focus tracking across multiple features: Relations between focus trackers #6084

Hence, we propose to introduce a concept of context items. There will be two types of them:

• editors,
• external features.
