Switching resize unit at a run time (percents/pixels)

CKEditor v5 @ 12.4.0

📋 Steps to reproduce

Currently resizer supports pixels and percents. The unit is determined by config.

However in #5167 issue there were ideas about enabling it in the user UI, so that the end user can choose what unit should be used.

The discussion is open, first we should decide how it should look like.

A simple option would be to put a toggle button in image resize button. It has a few implications:

• It's easy and straightforward. +
• It feels a little disconnected from the Resizer UI, not sure if this is the place that the end user would look for it. (subjective) -
