Provide detailed reproduction steps (if any)

Follow-up of #3940 (and #3977 PR). May be related to #3994.

  1. Go to tests/plugins/colorbutton/manual/customclasstext.html.
  2. Focus editor.

Expected result

Text Color button is enabled.

Actual result

Text Color button is disabled.

ie_colorbutton

Looks like it might be related to migrating color button to commands (explained also in #3994 (comment)) and the additional extraAllowedContent doesn't help here the same way as in other browsers.
