It's been years since my murder has been set in motion, yet nothing has happened. The target is in prison and the plot power is above 150%. As per the UI, the plot has been set in motion, so I can't even cancel it or select a new one.

I believe plots like that should probably auto-cancel when the target is imprisoned. I would need to check but I don't think you can start a new one while they are imprisoned and there are no assassination events that represent an imprisoned target.
