Update Dockerfile to use the latest Python version #81

🗣 Description

This pull request updates Dockerfile to use the latest Python version and the most recent incarnation of our VM developer distro email address.

💭 Motivation and context

I was making some changes in this repo already (#80) and figured we may as well be current.
