The goal is to put them in a position where they have to choose between either:

• having military power
• remaining a dictatorship
  but not both, since having both means that they will start WW3 and destroy humanity.

Following this, since WW3 has not started, there are three possible cases:

• China has military power but is not practising dictatorship.
• China has not got military power but is practising dictatorship.
• China has not got military power and is not practising dictatorship.

Which case are you suggesting?

All of those are fine. Not being dictatorship and having military power is the best. What is not fine is being dictatorship and having military power.
