seeing a lot of client-egress-to-cidr-deny test failures in schedule runs:

it most likely got introduced in #1846.

haven't seen this issue after upgrading cilium to v1.14.0: https://github.com/cilium/cilium-cli/actions/workflows/kind.yaml?query=event%3Aschedule++ closing it for now.
