"Stream Just Started Tweet" is delayed.

The Issue:

The tweet about a livestream that just went live is coming way too late. In this example it is ~40mins too late. When taking a look at other tweets, you will see that this happens regularly now.

How It Should Be:

There are two tweets for a new livestream:

• one that gets sent 5min before the scheduled start time of a stream
• one that gets sent when the stream is live
