How to Move Manifests Through the Workshop

It would be really beneficial if we could get the manifests continued to be
cohesive through out, for example after they have deployed with ECR then
when we go to the Scaling module if those images were still being used.

Maybe we need to split the manifest so that each module just adds the extra
al la, if you add HPA add just HPA, this would require the base manifests to
have things like resource limits.
