I have been considering it a lot lately. However, this would have to be a feature available to non-advanced users as well (though internally this would use a dynamic filtering rule). So where I am at now is to figure a UI in the basic popup UI which does not results in the UI crossing the line from non-cluttered to cluttered. I don't need suggestions, I will figure it, just taking my time.
Whether a popup is blocked or not depends on whether a popup filter exists for it. Given that new domains can be created all the time, it's easy for a site to work around existing filter lists for their nuisance popup to work.
A blanket popup-blocker, which can be toggled on/off on a per-site basis would give users a tool to control block popups which are not (yet) blocked by filter lists.
