UPDATE: I've misunderstood how this is actually is supposed to work.
choco outdated only returns 2 when there is some package to be updated (or in other words, when there's packages to be returned) - when stating --ignore-unfound it doesn't return anything (as you're explicitly ignoring those packages)
According to Choco 0.10.12 Changelog (https://github.com/chocolatey/choco/blob/stable/CHANGELOG.md#breaking-changes)
