Detecting Azure is a bit tricky for multiple reasons, but we could better handle this.

A) Azure looks pretty much like Hyper-V
B) There's no metadata endpoint so if you discover a host as Azure you still can't load any information on the host

Even though we can't provide any information on the host we should still detect Azure on non-bootstrapped nodes so people can at least use the fact that they're running on Azure in their cookbooks
