This PR adds the
knife tidy notifycommand and associated documentation.This command iterates over reports generated by
knife tidy server report, queries the configured Chef server for a list of admin users for each org contained in the reports, and generates a summary of stale server data to send to each org's admins via the SMTP server passed in on the command line.
