Summary
Because we want a workspace group for each policy and for each policy to be granted to the group with the same name (with prefix), we're adding the groups to the module directly so that we don't have to create them individually in each workspace.
Test Plan
Used the hash for the IE space and saw the plan. Got expected resources to be created.
