Notifications: services notify when host down

Hi,

I face this strange bug :

Issues :

• host is soft down but sys-memory service notifies ;
• host is hard down but sys-interfaces LAN service notifies.

Both should not have notified.

well, finally, I figured out what occurred.
These service notifications were a bit special, as they were flapping notifications.
For sure they should not have fired-up, as host was down at this time.
But there's already an issue opened for this behavior, #192.
I then close this.
