New release of this library so that pycurl can be fully removed from celery #443

Brief Summary

Removal of the dependency of pycurl is a great new feature of Kombu 5.5.0 which now has a rc3 https://github.com/celery/kombu/releases/tag/5.5.0rc3

However, the dependency on pycurl cannot be fully removed from Celery until this library has a new release. It has already been removed from this library in e7b083e#diff-50c86b7ed8ac2cf95bd48334961bf0530cdc77b5a56f852c5c61b89d735fd711L83 - in order to merge celery/celery#9526 we need a new release of this library.

Would be really great to have this done so that the dependency can be fully removed in celery 5.5.0. Thank you in advance!
