Release 65.0.0

Big thank you to all those who contributed to funding the 63.0.0, 63.0.1, 63.0.2, 63.0.3 releases (#2234). I've had a few people suggesting for ongoing funding that I switch to a monthly contribution model. Based on that feedback I will look at using BountySource Salt, which is setup at https://salt.bountysource.com/teams/cefsharp
I appreciate that it will take a little while to determine if this model is viable and to find backers to fund development. As my target for the 63 release was exceeded and there are already a couple of contributors using Salt I will release a 65.0.0 set of packages in the upcoming weeks, you can track the Milestone at https://github.com/cefsharp/CefSharp/issues?q=is%3Aopen+is%3Aissue+milestone%3A65.0.0
There are a few outstanding issues to be resolved before the 65.0.0-pre01 packages will be released.

The 65.0.0-pre01 packages have been pushed to Nuget.org and should appear shortly. See https://github.com/cefsharp/CefSharp/releases/tag/v65.0.0-pre01 for the release notes.

You can use https://github.com/cefsharp/CefSharp.MinimalExample/tree/cefsharp/65 for testing purposes and to reproduce any problems you find.

Important Note This version requires VC++ 2015. You can bin deploy the required dlls, see https://github.com/cefsharp/CefSharp/wiki/Frequently-asked-questions#Including_vcredist for details

The official release will be delayed whilst a memory leak is investigated see #2390 for details.

Memory leak is resolved, there's an additional problem with the WPF version and using the mouse wheel, investigating a potential solution now, see #2408 for details.

Looks like work around for WPF/OffScreen mouse scrolling works, will hopefully push out a new pre release this week

How safe do you think it will be to use pre-release 02 in production?

No new features will be added to the branch after -pre02, there will only be bug fixes before the final release. The changes in #2362 need a little more testing. Personally I'd have no problem deploying a version in production after a bit of testing,
