Assessment Dashboard - Filter updates #70

Currently the assessment dashboard has some duplicate filters and soem filters that don't apply to all of the information on the page.

Remove the year filter for the heatmap so the remaining year filter controls all the graphs on the page
Move select assessment type filter to the "top" of the dashboard and have the 3 assessment overview graphs only show data for assessments that are selected
Fix the highlighting for selections in the "select metric" filter
