There are ~100 new EIA plants & utilities that warrant mapping to the FERC Form 1 plants/utils that are required to fully integrate the EIA-860m through the end of 2021 (see PR #1510).

I've loaded all of the new data into my DB locally, and generated the necessary mapping CSVs, which are attached to this issue. If someone wants to go ahead and add them to the ID Mapping spreadsheet, that would be great. Our new and improved instructions for this process are now integrated into our main documentation.
