Make Auction State compatible with Condor 2.0

This ticket was created based on the internal discussion between CA and MAKE team, following the constraints shared by MAKE.

Constraint:
The original auction state structure was designed to aggregate auction data from the 1.x state.
With the 2.x state, structural differences, including new fields, make it difficult to represent all data in the legacy auction state structure.

@EdHastingsCasperAssociation proposed to create a new 2.0-compatible auction state equivalent to reflect the updated structure and fields accurately. The plan is to add a v2 version of the auction state RPC method that would reflect changes in Casper 2.0:

• Min/max delegation amounts
• Reserved validators slots
• URef delegators
