Point 1: There is a paper associated with Tryangle that explains the concepts behind it, linked in the README of the repo. I have no idea if it is ready for your regulatory environment.
Point 2: The work can be done in Python using chainladder-python and then write to an Excel file for review.

Sorry about the slow response, it isn't clear that creating new discussions notifies the people it should be notifying. We might want to figure out how to stay on top of these.

I'm thinking it might be worth it to publish an Excel add-in that has similar functionality to chainladder-python. I'll try to get a proof of concept set up and see if people think it is worth maintaining something like that.
