Improve metadata

• Create tiny url for the requirements.txt file installation
• Write alternative instructions in case the automatic URL download doesn't work
• Update requirements for the course (Python, Pandas, and VSCode) and its description (hands-on vs hands-on + theory)
  • The exercises require quite some knowledge of Python and Pandas to understand; the workshop website states the requirement “Basic experience with any programming language.”
  • Similarly, it is purely VS-Code based, but the website much more broadly states the requirement “Be familiar with using a code editor (e.g., VS Code).”
  • State much more clearly that Python needs to be known to follow along
