Based on this blog post, by the end of the year GH will start providing Linux and Windows arm64 runners to open source projects:
Once those are released we can move from using a self-hosted Linux arm64 runner to these hosted runners.

Originally only available for GitHub Team and Enterprise Cloud plans. In September they were "generally available" (https://github.blog/changelog/2024-09-03-github-actions-arm64-linux-and-windows-runners-are-now-generally-available/) but it looks like these are still paid runners, not yet offered to open source projects. Windows nor Linux Arm runners are not present in the docs either:

General availability of the Ubuntu Arm runners announced a couple of weeks ago: https://github.blog/changelog/2025-01-16-linux-arm64-hosted-runners-now-available-for-free-in-public-repositories-public-preview/
