React|WC Parity: Create new components

There are several React components which do not yet exist in @carbon/web-components. This tracks the effort dev effort to create them.

Acceptance Criteria for each issue

• create new component and styles
• add Storybook stories and documentation (match React story docs wherever possible)

Note: create new sub-issue for components being worked on from tasklist.

• aspect-ratio
• class-prefix
• error-boundary
• id-prefix
• theme
• Feature flags committed to the next major (enable-v12-*)
• Feature flags explicitly requested by consumer(s)
