Experimental tile: Update the content for tile to include experimental variant

The experimental tile with the border will need to be added to the website. We need to document why this change has happened and when a designer should use this style. We need to set user expectations around this new style.

Answer questions like:

• Are both styles still allowed? This is an opt in strategy, explain.
• Will the old style be deprecated?
• What does it look like when read-only tiles are beside interactive tiles?

There may be an existing duplicate issue or comments on this topic.

NOTE: We will need a follow-up issue for publishing this docs the websites (includes making final images etc)
