Update and Enhance Open Dataset

Currently, we publish some aggregated GTFS data to the CA open data portal. This ticket was rewritten to separate the .zip requirements from the publishing requirements, which now exist as #1654

User Story

As a GTFS file consumer, I want to download a GTFS files containing all of the current schedule information for all transit agencies operating in California, so that I can do a variety of activities with GTFS data.

Acceptance Criteria

For each feed with service in California that meets criteria for inclusion in the statewide GTFS feed:

1. Do user research to meet w/ stakeholders determine dataset needs.
2. Publish the universe of files such as fares.txt or calendar.txt to the CA open data portal via weekly automated script.
3. Data documentation through Caltrans GIS office process.

Additional Context

Additionally, even if we published the entire GTFS "dataset", we would want end users to maybe have access to different datasets that can be derived from GTFS, such as High Quality Transit Areas.
