Is your feature request related to a problem? Please describe.
Users of new Macbooks with M1 chips and Cal-ITP Windows users have both run into issues installing and using dbt locally.

Describe the solution you'd like
We would like to create a Docker image that allows them to bypass issues in their local environment

Describe alternatives you've considered
Virtual OS I believe?
