Display Button on existing Issues as well

Current Behavior:
The CreateBranchFromIssue Button is only available right after Issue creation.

New Feature:
The CreateBranchFromIssue Button should be available if I view an existing Issue.

Reason:
Often Issues are created way before anyone will start working on them. It would be great if then the branch could be created.

@m-blattner actually it also appears if the issue is old, but I think there is some bug(don't have a time to fix), which causes the button not to appear when navigating from one page to another.

Just refresh the page when you are on that issue and a button will appear
