Description:
The monitoring system should detect and alert when IBC packets remain stuck for more than 5 minutes. This indicates a potential issue with the packet delivery or network connectivity.

Details:

Chain ID: [Insert the ID of the chain where the IBC packets are stuck]
Packet Sequence Number: [Insert the sequence number of the stuck packet]
Stuck Time Threshold: 5 minutes
