We should validate whatever we can in the config file from the start

Certain parts of the config yaml, such as the path to the womtool file, should be validated as soon as possible instead of waiting for carrot to try to use them. There might be other examples of this sort of thing in the config that should also be updated, but womtool is what made me think of this.
