Notifications are not displaying when the browser is fullscreen. (Ubuntu only)

Describe the issue you encountered:
When the browser was fullscreen and I visited http://www.bennish.net/web-notifications.html, the notifications did not display. When the browser was in windowed mode, the notifications displayed without issue.

Expected behavior:
The notification should display regardless.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Tested on OS X and Ubuntu. Problem only exhibited on Ubuntu.
• Brave Version:
  0.11.2 RC1
• Steps to reproduce:
  1. Visit http://www.bennish.net/web-notifications.html on Ubuntu while in fullscreen mode.
  2. Select a notification to be displayed.
