Add creators.brave.com to Site Banner

Most of the time when people see that we’ve added tipping to a website their first question seems to be: How to I sign up to get tips myself? I think we should figure out a way to link to creators.brave.com in the tipping panel as a way of driving registrations.

@corymcdonald please can you create this issue on github.com/brave/brave-browser? This repo should only be used for core components, or meta-repo stuff. The confusion probably comes from the fact that some rewards-specific UI code is in this repo, but that is due to change.
