Implemented Default Currencies in Wallet UI

Description

Implemented Default Currencies in Brave Wallet UI to reflect user preferences in brave://settings/wallet
Default base currency = fiat
Default base cryptocurrency = crypto

Resolves brave/brave-browser#19234
