Leo panel stuck in open state

Steps to reproduce

1. Have at least two tabs
2. On tab A, open Leo panel and close the tab
3. On tab B, Leo panel can’t be opened
4. Open new tab, Leo panel can’t be opened

Actual result

Leo panel indicator shows it is open on other tab.

Expected result

Leo panel can be opened/closed on other tab with correct open indicator

However this is still an issue in current release 1.70.117 if Leo icon is clicked via Sidebar. No issues with Leo icon on the toolbar
