Found while testing #28173
After processing monthly tips for unverified pubs the tips are not sent to pending contribution table

Steps to Reproduce

1. Clean profile 1.51.x enabled Rewards and connect to an an external wallet
2. Setup monthly tips for verified and non verified publishers
3. Wait for the monthly tips to process
4. Monthly Tips are processed for the verified pubs after reconcile interval time period
5. Monthky Tips sent to the unverified pubs are not shown in the pending contribution table OR Pending contribution table is not shown in 1.51.x
