Brave Rewards backup notification

Description

Brave asks to back-up Rewards wallet, but back-up function has been removed.

Steps to Reproduce

1. Have some BAT in your Rewards Wallet
2. Open Brave.
3. Click the Brave Rewards icon notification.
4. See the notification.

Expected result:

Brave should not ask to use a removed function.

We can "comment" this out. Can be reintroduced in the future when we reintroduce backup & restore.
