Brave shield scrollbars should be dark #14994

Description

I have noticed that when you open the trackers section in brave shields, the scrollbar is white; however, the theme is selected to dark mode

Steps to Reproduce

Open a website with a lot of trackers
Look at the trackers section

Actual result:

Expected result:

Every time
