Steps:

1. Launch Brackets
2. Create two new files
3. Open Health report (No count)
4. Save first file (Only 1 count)
5. Save second file (have 2 counts on second save total=3)

Result : Not consistent count metric

Lowering priority as creating a new file is a lower number than working on a file, so the distribution should be unaffected by this behavior over a large number of users.
